If one of the underground train is bombed, would you continue operating the other trains waiting for three more blasts? Why weren’t the trains stopped and evacuated after the first blast? That is like wanting to fly a plane at 10AM from LGA on September 11th 2001 with a boat load of al-Qaeda operatives joining you for the ride.
